          The continuing, incredible 10,000 pound rhinoceros in the room is that this year's OPM report -- like the past five years we have analyzed -- continues to show the enormous amount by which blacks have been over hired beyond their "quota" compared to every other preferred race/gender group.

          This phenomenon becomes starkly evident when the feds' quota hiring data is sorted according to the "best departments / agencies" for each specific preferred group.

BLACKS: Top Ten Federal Racial Quota Employers

Blacks in the Federal Independent Agencies:

          The five best independent agencies for blacks are among the worst agencies for the other preferred groups.  Rates by which blacks were over hired in these five agencies:

Hispanics in the Federal Independent Agencies:

          The five best independent agencies for Hispanics are among the worst agencies for Asian Pacific Islanders and for Native Americans.

          Because Blacks are over hired by such a huge margin, their inclusion in this graphic tends to make the over hiring of Hispanics more difficult to observe, so we have reproduced the same graphic, immediately below to the right, without Blacks.

          The five best independent agencies for Asian Pacific Islanders are among the worst agencies for women, Native Americans and Hispanics.

          Since blacks are over hired by such an enormous amount, the inclusion of blacks in this graphic tends to distort and diminish the over hiring of Asian Pacific Islanders.  Therefore, we have presented the same graphic immediately below and to the right which shows the over hiring of Asian Pacific Islanders without including blacks in the graphic.

          The five best Executive Depts. for Asian Pacific Islanders are among the worst for Women and Hispanics.  Blacks did relatively well in the best departments for Asians.

          Since Native Americans were over hired by such an enormous amount by HHS, the inclusion of Native Americans in this graphic tends to distort and diminish the over hiring of Asian Americans.  Therefore, we have presented the same graphic immediately below and to the right which shows the over hiring of Asian Pacific Islanders without including Native Americans in the graphic.

          Within the top 5 executive departments for Asian Pacific Islanders, their rate of over hiring was:

          Since Blacks were over hired to such an enormous extent by the same five independent agencies, the inclusion of blacks in this graphic tends to diminish the extent to which Native Americans were over hired by these five agencies.   Therefore, immediately below and to the right we have produced the same graphic without including blacks so that the reader can better appreciate the extent of these agencies' over hiring of Native Americans.

WOMEN:  Top Ten Federal Gender Quota Employers

          Again this year, one of the most perplexing things -- perhaps even a deliberately confounding thing -- about the OPM's racial / gender hiring data is the tabulation of "women". 

          The category "women", as defined by OPM in its report, includes all women regardless of race or ethnicity.  Therefore this category includes white women as well as "preferred minority" women.  Thus, comparing OPM's "women" category to the other preferred groups is difficult and misleading since the other preferred racial groups (Asian Pacific, Hispanic, Native American, and black) include both males and females of their racial group in the tabulations.


Women in the Federal Independent Agencies:

          The five best independent agencies for Women are among the worst agencies for Native Americans.

          The over hiring of Blacks is so enormous that inclusion of blacks in this graphic tends to obscure the data for Women, so a second graphic without blacks appears immediately below and to the right.
