          According to OPM's FY 2004 report, 7 of the 22 independent federal agencies exceeded their racial quotas for hiring Asian/Pacific Islanders by up to 189%. Next:

          For at least the third year running, the first place prize for overhiring Asian/Pacific Islanders goes to the Broadcast Board of Governors (BBG, formerly USIA) which hired 189% more Asian/Pacific Islanders than BBG's racial quota for this group.

          Coming in dead last among Federal independent agencies in the quota competition for Asian/Pacific Islanders was the Court Services and Offender Services (CSOS) which hired -65.2% fewer Asian/Pacific Islanders than their racial quota.

          The five best independent agencies for the Asian Pacific group turn out to be among the worst for the other preferred groups (with the exception of blacks, who are not shown here).

          Women failed to meet their quota in all five of the agencies in which the Asian group was over hired.  Hispanics failed to meet their quota in all but one of the best agencies for the Asian group.

          (1st) the Broadcast Board of Governors (BBG) hired 189% more Asians than exist in the U.S. civilian population.  (2nd) the Securities and Exchange Commission (SEC) hired 86.4% more Asians than can be found in the U.S. civilian labor force.  (3rd) The Nuclear Regulatory Commission (NRC) hired 53.8% more Asians than exist in the U.S. labor force.  (4th) The Pension Benefit Guaranty Corporation (PBGC) over hired Asians in the U.S. by 31.9%.  (5th) The National Aeronautics and Space Administration (NASA) over hired U.S. Asians by 11.3%

          According to OPM's data 6 of the 18 Federal executive departments overhired Asian/Pacific Islanders.

          For the second year in a row, the U.S. Navy was first place winner in the Asian over hiring competition with 133% more Asian Pacific Islanders than exist in the U.S. civilian labor force.

          And again this year, the U.S. Dept. of Commerce came in a strong second place with 78.7% more Asian/Pacific Islanders than their proportion in the civilian work force.

          As last year, the U.S. Dept. of the Interior wins last place for under hiring this racial group below their quota by - 48.8% below the Asians' actual numbers in the U.S. civilian labor force.

          All five executive departments which over hired Asian Pacific Islanders by the greatest margin also failed to meet their quota for Hispanics.

          The only one of the five best departments for Asian Pacific Islanders in which women exceed their quota by a larger margin was the department of Health and Human Services.

          (1st) The U.S. Navy over hired Asian Pacific Islanders by 133.3% over the Asians' representation in the U.S. work force.  (2nd) The U.S. Dept. of Commerce over hired this group by 78.7% over the Asian's representation in the U.S. work force.  (3rd) The Veterans' Administration (VA) over hired Asian Pacific Islanders by 33.3%.  (4th) The U.S. Dept. of Defense (Defense Activities) over hired Asian Pacific Islanders by 31.8%.  (5th) The U.S. Dept. of Health and Human Services (HHS) over hired Asians by 30.4%.
