          Historically Disadvantaged is defined in terms of a federal government list.  The list presents the "race and/or ethnic background" of those whom the government has politically defined as historically disadvantaged

            In reality, one's inclusion in this list has no actual bearing on economic or social status, or on actual disadvantage resulting from prior discrimination.  For example, thousands of innocent, law-abiding non-minorities have lost government jobs or contracts to wealthy, definitely NON-disadvantaged persons of color.  (See especially our Horror Stories case studies.)
