          A favorite Clinton spin-control phrase is Dialogue on Race.   Translated, it means:  "Let Bill Clinton control who gets to speak on the issue.  Let Clinton pretend to listen to the voters, as long as he can avoid having to admit (or hear) that he is an ardent supporter of race-based preferences."

           Clinton and his White House have cautiously started experimenting with the term "race-based programs".  This is a scary development because it signals that Clinton is actually trying to sell the public on the concept that "race-based" is OK.  As a political strategy, he is trying to co-opt hyphenated "race-" terms from conservatives who oppose race-based programs and quotas.
